Article 1. General Affairs 1.1. Extent of the Agreement This Agreement is the legal basis for operating the Program between the Department of Political and Social Sciences, Freie Universitt Berlin (hereafter referred to as FUB) and Shanghai Academy of Social Sciences (hereafter referred to as SASS). At FUB, the Program is operated by the Center for Global Politics at the Department of Political and Social Sciences. At SASS, the Program is operated by Graduate School. 1.2. Awarded Degree Students who have completed the requirements for the conferral of a doctorate from their home university will be awarded the doctoral degree by their home university. At FUB, these are either the Doktor der Philosophie (Dr. phil.) or the Doktor der Politikwissenschaft (Dr. rer. pol.) or, in case of the successful completion of the Program in accordance with Article 2.4., alternatively the Doctor of Philosophy (Ph. D.) in accordance with the relevant regulations for the Dr. phil. or the regulations for the Dr. rer. pol. At SASS, these are either the doctoral degree of Economics in International Economics or of Political Economics. 1.3. Written Confirmation The two universities together issue a Written Confirmation on the Program confirming the successful completion of the requirements of the Program as listed in Article 2.4. 1.4. Number of Students In the beginning, the respective universities will accept up to two students per academic year from the partner university. The number of students from each university should be equal on average over a period of three years. The overall number of students may be adjusted by mutual consent of the parties. Article 2. Academic Affairs 2.1. Procedures for Admission to the Program 2.1.1. Procedures for Admission at SASS SASS will select preferred candidates from one of the SASS doctoral programs, based on their academic record, English, and eventually German proficiency, research skills, the quality of their research proposal (5-10 pages) and the relevance of the Program for their professional career. During the selection process, SASS may give FUB adequate opportunity to raise its opinion during the process of deliberation before taking a decision. The procedure will be as follows: The selected candidates will be recommended to FUB by a date specified by FUB. FUB will then deliberate upon the applications of the candidates and give its opinions upon them. Successful candidates will be permitted to enter the Program at SASS. 2.1.2. Procedures for Admission at FUB FUB will select preferred candidates enrolled as PhD students at FUB, based on their academic record, English, and eventually Chinese proficiency, research skills, the quality of their research proposal (10-15 pages) and the relevance of the Program for their professional career. The admission to the promotion procedure and the enrollment of students is determined in accordance with the regulations for the doctoral programs of SASS. The Program Students who enter SASS are required to complete the coursework of the Program within a maximum period of six semesters from the date of admission to the Program. In exceptional cases where a Program Student cannot complete the coursework within the stipulated period, his/her admission period may be extended by two semesters (at a time) with the mutual consent of SASS, FUB and the concerned Program Student, and within the framework of the rules and regulations of SASS. 2.2.2. Date and Term of Admission at FUB The regular date of admission to the Program at FUB is October 1st. In exceptional cases, the date of admission may also be April 1st. The admission to the promotion procedure and the enrollment of students is determined in accordance with the doctorate regulations (Promotionsordnung) for the respective doctoral degree. The students who enter FUB as a part of the Program (hereafter referred to as  the Program Students ) are required to complete the coursework of the Program within a maximum period of six semesters from the date of admission to the Program. In exceptional cases where a Program Student cannot complete the coursework within the stipulated period, his/her admission period may be extended by two semesters with the mutual consent of FUB, SASS and the concerned Program Student, and within the framework of the rules and regulations of FUB. 2.2.3. Period of Stay at the Partner University The Program Students are required to spend a minimum of one semester at the partner university. They are encouraged to stay one full year at the respective partner university. The home university must notify the host university of a Program Student s intended length of stay in advance. For the period of their stay, the Program Students have to enroll at the partner university. See also Article 3.1. The regular start of the research stay of SASS Program Students at FUB is October 1st of the first year of the program. The date of completion is either March 31 or September 30 every year. The regular start of the research stay of FUB Program Students at SASS is early September (the beginning of the fall semester) of the second year of the Program. The date of completion of the research stay abroad is either January 31 or July 15. 2.3. Advisors 2.3.1. Number of Advisors During their dissertation project, Program Students will be supervised by one main advisor according to the respective regulations of the home university. Additionally, students should be supervised by one or two other advisor(s). 2.3.2. Main Advisors For FUB Program Students, main advisors should be regular professors at the Department for Political and Social Sciences (Fachbereich Politik- und Sozialwissenschaften) or related departments at FUB. For SASS Program Students, main advisors need to be regular professors at SASS. FUB and SASS will each identify a minimum of three main advisors for the Program and provide their names and contact details to the partner university. 2.3.3. Other advisors As a rule, one other advisor should be a regular professor from the partner university. A third advisor may be chosen according to the students field of specialization and can be external to the partner universities. FUB and SASS will each identify a minimum of three other advisors and provide their name and contact details to the partner university. 2.4. Requirements for Completing the Program The Written Confirmation on the Program will be awarded to candidates who have successfully completed: the PhD study program of their home university; coursework amounting to at least 14 ECTS credits of the Common Study Program as laid down in Article 2.5.; the joint intensive seminars according to Article 2.6.; a research stay with a minimum length of six months at the host university. 2.5. Common Study Program Program Students will pursue their studies in the framework of the respective PhD study programs at their home university. They are required to obtain at least 14 ECTS credit points within the framework of the Common Study Program. Courses offered as part of the Common Study Program need to be taught in English. Students are obliged to take part in the courses on a regular basis. The regulations for credits at both universities and credit conversion are laid down in Appendix A. If the admission date to the Program of only one university or of both universities, as an exception, is in spring, the Study Program can be adapted by adding one semester before the regular first semester and deleting the fourth semester of the regular Study Program. In this case, the teaching module of the regular second semester will be moved to the now first semester and taught online. The regular fourth semester courses can be integrated into other semesters or substituted by other courses. 2.6. Joint Intensive Seminars Additionally, Program Students will take part in a minimum of two intensive seminars of four to five days each. The first intensive seminar takes place at the beginning of the first year of the Program in Berlin with the start of the research stay of Chinese students in Germany. The second intensive seminar takes place at the beginning of the second year in Shanghai or in another Chinese city (possibly organized by another Chinese partner university) with the start of the research stay of German students in China. The joint intensive seminars each introduce at least one course of the Common Study Program and should bring together the PhD students with their main advisor and the advisor from the respective partner university. 2.7. Credit Transfer Up to 18 ECTS credits obtained at the partner university can be transferred to fulfill the course credit requirements at the home university. The regulation for credits at both universities and the conversion of credits are laid down in Appendix A. 2.8. Evaluation and Grading The academic evaluation of the Program Students performance in the courses of the Common Study Program will be conducted using the grading system of the respective universities. The details of the grading systems are listed in Appendix B. 2.9. Language of Doctoral Thesis The Program Students have to submit their doctoral theses to their home university in accordance with the corresponding doctoral regulations. The thesis may be written in German or English for FUB and in Chinese or English for SASS. Each FUB student must provide an abridgment of the doctoral thesis in English and German. Each SASS student must provide an abridgment of the doctoral thesis in English when the thesis is written in Chinese. 2.10. Oral Defense 2.10.1. Legal Basis The oral defense must be conducted according to the examination regulations for the respective doctoral degrees of the home university. The partner universities will notify each other about the oral defense procedures by March 31, 2010. 2.10.2. The Examination Committee The home university should give professors from the partner university the opportunity to take part in the examination committee (Promotionskommission). In general the examination committee should be made up of six professors, three from each university, and one other faculty representative of the home university holding a doctoral degree. For the Examination Committee at FUB, the main advisor of the respective student must be a member of the committee and the other advisor(s) should be (a) member(s) of the Committee; for the Examination Committee at SASS, the main and the other advisor(s) are not allowed to be members of the Committee. The committee may be enhanced by two more external professors. The examination in general is conducted in English. It must be assured that the members of the commission understand the language of the examination. If the examination is conducted in another language, the home university makes translation into English available to the partner university s members of the Committee. Article 3. Financial Matters 3.1. Tuition Fees The Program Students will pay tuition only to their home university. 3.2. Financial Support 3.2.1. Financial Support at FUB Financial support for SASS Program Students during their research stay in Germany shall be obtained primarily through applications of students to German [Chinese] funding possibilities. FUB [SASS] supports the applications. 3.2.2. Financial Support at SASS Financial support for FUB Program Students during their research stay in China shall be obtained primarily through applications to German [Chinese] funding possibilities. SASS [FUB] supports the applications. 3.3. Expenses Borne by the Program Students All expenses other than those mentioned in Article 3.1. shall be borne by the Program Students. Article 4. Organizational Matters 4.1. Persons in Charge Each university will notify the partner university of the name of the person in charge of the Program (Program Director) and the name of another person responsible for the implementation of the Program (Program Coordinator). Each university ensures that sufficient capacity in terms of personnel is available for the Program. 4.2. Support for Research Stays Each university will provide a list with the necessary steps to enroll Program Students at the host university. It should also actively support students in all administrative steps and during their research stay at the host university, including help with applying for visas, finding accommodation, getting into contact with advisors, and choosing the study program and language courses. The material will be provided by March 31, 2010. Article 5. Resolution of Conflict In case of a conflict relating to the Agreement, the universities shall make their best effort to seek a friendly, mutually acceptable solution. Article 6. Effective Term and Renewal of the Agreement and its Appendices The Agreement and its Appendices become effective upon their signing by both parties and will expire in three years from the date of its execution. The Agreement and its Appendices shall be automatically renewed for the successive term of two years after this initial term unless any of the universities shall express to the other in writing its intention of termination or adjustment, at least six months prior to the expiration date. In the case that the Agreement and/or its Appendices are terminated, the current Program Students will be allowed to finalize the Program. The renewal of the Agreement and its Appendices shall be made in the same manner for successive terms thereafter. Article 7. Compensation Compensation claims against each other are limited to malicious intent and gross negligence. Appendix A Proposition for conversion of credits: 1 SASS credit at SASS = 1.5 ECTS credits at FUB FUB students can obtain up to 18 ECTS credits at SASS and transfer them to fulfill the course credit requirements at FUB. SASS students can obtain up to 18 ECTS credits at FUB (including the online coursework) and transfer them to fulfill the course credit requirements at SASS. Computation formula for credits at FUB according to ECTS 1 ECTS credit = 25-30 working hours Example: 1 course of 1.5 hours per week = 21 contact hours per semester 42 working hours for preparation and wrap-up = 63 hours in total = 2 ECTS credits Computation formula for credits at SASS according to SASS 1 contact hour per week x 15 weeks = 1 SASS credit Conversion formula If we calculate the SASS credits according to the FUB/ECTS formula, this would make: 15 contact hours + 30 working hours for preparation and wrap-up = 45 hours in total = 1.5 ECTS credits Following this, 2 SASS credits of SASS would be equal to 3 ECTS credits at FUB. Appendix B 1. SASS stipulates the final grades for the dissertation as follows: SASS gives direct score for the dissertation from 60 to 100. The score less than 60 means failure.
